Written Answers. - Air Corps Service Commitment Scheme.

Question:

28 Ms O'Sullivan asked the Minister for Defence when it is expected that the new format of service commitment scheme will be operational; and if he will make a statement on the matter. [13823/02]

A service commitment scheme was introduced in 1997 for pilot officers of the Air Corps. This scheme applied primarily to experienced personnel who were rated on and flying the principal operational aircraft in the Air Corps. The scheme was introduced to assist in the retention in service of senior pilots in key appointments in areas such as search and rescue, maritime surveillance and ministerial air transport. The gratuities available under the scheme were designed to strike a fair and reasonable balance between the demands of the external commercial environment and the need to exercise responsibility in relation to public service pay. Pilot officers eligible for the scheme could opt for either a three year or a five year service commitment and were entitled to a payment of £10,000, €12,697, in respect of each of those years. Those committed to a five year period also earned a terminal bonus of £5,000, €6,349.

Such financial incentives are not uncommon in Defence Forces in other countries where similar difficulties exist in retaining highly qualified and readily marketable personnel. The scheme moreover was perceived to offer a more acceptable avenue of approach for all concerned than the imposition of any compulsory retention.

The service commitment scheme was introduced for a two year period and was subsequently extended to eligible pilots in 1999, 2000 and 2001. A total of 19 pilots had opted to participate under the terms of the service commitment scheme by the time of closure of the scheme in July of last year. Application for entry to the scheme was, of course, entirely voluntary in nature.

Proposals for a new scheme are at present being developed by the military authorities and officials of my Department and the Department of Finance. These discussions are nearing completion and I expect to be in a position to announce the revised terms in the near future.
