Question:

149 Mr. Stanton asked the Minister for Education and Science further to Parliamentary Question No. 96 of 19 June 2002, the breakdown of funding provided to the 33 national voluntary youth organisations mentioned; the criteria used to provide the funding; the mechanisms which are in place to ensure proper use and value for money; and if he will make a statement on the matter. [14839/02]

The information requested by the Deputy is given in the following tabular statement. All application forms submitted by youth organisations seeking funding under the youth service grant scheme are examined in my Department in regard to proposed annual income and expenditure in respect of youth work programmes, staff and administration costs.

Decisions on funding are made in relation to the maintenance and development of the existing output and quality of youth service provision and the other priorities and demands made on the overall financial allocation for this scheme. An increase is included for pay aspects of the Programme for Prosperity and Fairness and in respect of inflation.

Payment of the annual grant-in-aid to youth organisations under the terms and conditions of the youth service grant scheme requires each organisation to supply audited accounts, an effectiveness report and membership analysis to my Department in respect of the previous year's programmes and activities. Final allocations will be notified to each youth organisation as soon as the required reports are provided to my Department.
