An Bille um an gCeathrú Leasú is Fiche ar an mBunreacht, 2002: Cead chun Bille a tharraingt siar. Twenty-fourth Amendment of the Constitution Bill, 2002: Leave to Withdraw.

D'ainneoin aon ní sna Buan-Orduithe, go dtabharfar cead chun an Bille um an gCeathrú Leasú is Fiche ar an mBunreacht, 2002, a tharraingt siar.

I move:

That, notwithstanding anything in Standing Orders, leave be granted to withdraw the Twenty-fourth Amendment of the Constitution Bill, 2002.

For the information of the House, this was a proposal to amend the Constitution to protect our traditional military neutrality. In view of the fact that the proposal for the second Nice referendum question will include a safeguard that will have the same effect, it is the view of the Labour Party that this legislation in our name is no longer required. We, therefore, seek leave to withdraw it and we thank the Government for including the thrust of our proposal in the wording that will be put to the people.

On that issue—

I apologise, Deputy Mitchell, but it was agreed that this would be taken without debate.

I do not wish to enter into a debate, I merely wish to agree to the Bill being withdrawn. However, I would like the House to be given an opportunity at some stage to discuss the vulnerable state of Ireland's security. I hope we do not learn a lesson the hard way in this regard.
