359 Mr. Allen asked the Minister for the Environment and Local Government the final amount of money to be drawn down from the national development plan for waste management facilities; the percentage of work in relation to waste management facilities which will be based on public private partnership; and the percentage of the overall budget for waste management which is set aside for incineration technology and engineered landfill. The national development plan anticipates €825 million of capital investment in waste management infrastructure approved in regional waste management plans. The plan set a public private partnership investment target of €571 million. It will utilise private finance to deliver large scale regional facilities or integrated regional solutions in accordance with regional waste management plans. A budgetary breakdown in respect of PPP investment elements is not available.
It is open to the private sector to bring forward proposals for waste infrastructure facilities on a commercial basis without entering into PPPs with local authorities. Such proposals, if progressed, may also have implications for the delivery of waste infrastructure under local authority plans.
