Adjournment Debate. - Swimming Pool Projects.

247 Ms B. Moynihan-Cronin asked the Minister for Arts, Sport and Tourism if a site has been acquired for the construction of the new swimming pool in Killarney, County Kerry; when construction is to begin on the swimming pool; the way in which it is proposed to fund this project; the reason the Government will not provide the entire amount of funding required for the construction and completion of the pool; and if he will make a statement on the matter. Under the local authority swimming pool programme, 2000-2002, which is administered by my Department, there are four stages in a swimming pool project following the submission of a feasibility study. These, in order of progress, are: preliminary report; contract documents; tender and construction. My Department's technical advisers, the Office of Public Works, evaluate each stage and local authorities cannot proceed to the next stage of a project unless prior approval issues from my Department. Grant aid is allocated only when tenders have been received for the project and will be capped at the time of allocation.

On 9 September 2002, I approved the preliminary report in respect of the swimming pool in question. The next step is for Killarney Town Council to submit the contract documents for the project to my Department. However, the town council has recently been in contact with my Department and has advised that the council is considering a new location for the proposed pool. My Department is currently awaiting confirmation on this issue from the town council.

Under the swimming pool programme, grants of up to €3,809,214, IR£3 million, are available towards both the refurbishment of existing pools and the provision of new pools, subject in both cases to the total grant not exceeding 80% of the eligible cost of the project or, in the case of projects located in designated disadvantaged areas, 90% of the eligible cost. Support is available towards the cost of the swimming pool, toddler pool, sauna and steam room.

248 Mr. Gogarty asked the Minister for Arts, Sport and Tourism the position regarding the publication of guidelines on public private partnership which are required before any PPP can be undertaken in relation to the development of swimming pools throughout the country, including Lucan; and if he will make a statement on the matter. [18214/02]

The report of the inter-departmental working group on a public private partnership (PPP) approach to the provision of swimming pools under the Department's local authority swimming pool programme, is under consideration by my Department.

This consideration is taking into account recent developments in the area of PPPs, including: the agreement of a national PPP policy framework, which sets out principles underlying the PPP process in Ireland; and the State Authorities (Public Private Partnership Arrangements) Bill, 2001, an enabling Bill in relation to the powers of state authorities to enter into PPPs and local authority powers to enter into joint ventures.

The current local authority swimming pool programme closed in July 2000. The Department is currently endeavouring to bring into use projects in respect of which proposals were received prior to that date. No proposal had been received from South Dublin County Council under that programme. At present, no decision has been made regarding the invitation of new applications for swimming pools. Any guidelines in relation to the involvement of local authorities in a public private partnership approach to the procurement of swimming pools will be finalised in the context of launching of a new programme. Local Authorities will be notified by this Department when the new programme is initiated.
