206 Mr. Stanton asked the Minister for Education and Science further to Parliamentary Question No. 94 of 19 June 2002, the sections of the Youth Work Act, 2001, for which commencement orders have been signed; the members of the National Youth Work Advisory Committee who have been appointed; the members of the sub-committee who have been appointed to consider issues involved with the implementation of the various sections of the Act; if the sub-committee has reported to the National Youth Work Advisory Committee; if consultations have taken place to date with the various interest groups; the groups involved; the further progress which has been made regarding the implementation of the Act in terms of structures and time scale; the resources and funding which have been put in place to enable the Act to be worked; and if he will make a statement on the matter. A commencement order has been signed by the Minister for Education and Science in respect of sections 2-7, 17, 18 and 24 of the Youth Work Act, 2001.

Sections 17 and 18 of that Act provided for the establishment of a new National Youth Work Advisory Committee. This committee was appointed on 22 April 2002, on the expiry date of the first such committee established under the Youth Work Act, l997, and the membership is outlined in the following tabular statement. A sub-committee was established to make recommendations on the requirements necessary for implementation of various sections of the Act. The membership of this sub-committee is also given in the following tabular statement. Statutory authorities and voluntary youth work organ isations, in addition to my Department, are represented on this sub-committee. The sub-committee has recently furnished reports to the National Youth Work Advisory Committee on the first two areas of action necessary to put in place the arrangements for (1) the designation of local youth work organisations and (2) the establishment of local voluntary youth councils. I am now considering these two reports with a view to circulating them to the appropriate interest groups as quickly as possible. The sub-committee's work is of a continuing nature and it will report to the National Youth Work Advisory Committee on other aspects of the implementation process for the Act. Furthermore, my Department will, as appropriate and necessary, hold discussions with the statutory and voluntary youth work interests. It is intended to have the necessary structures, in particular at vocational education committee level, in place during 2003 to give effect to the implementation of the Act. The resources required, including those of a financial nature, will be in the first instance the subject of discussions with the parties involved and, subsequently, with the Department of Finance.
