593 Mr. R. Bruton asked the Minister for Transport if his attention has been drawn to the fact that when a new owner applies for and obtains an NCT certificate, the new owner will only be certified for a reduced period, subtracting the duration since the original owner ought to have presented the car for testing; the basis on which the NCT can retrospectively certify a car in respect of a period during which they had no sight of the car; the reason the new owner should be penalised in this way; and the way in which this penalty on the new owner will serve road safety.
