228 Mr. McHugh asked the Minister for Community, Rural and Gaeltacht Affairs his plans to arrest and reverse the decline of Galway east, particularly in relation to the decline of rural east Galway; the proposals he has to implement a programme of beneficial rural development in this neglected constituency; and if he will make a statement on the matter. 232 Mr. McHugh asked the Minister for Community, Rural and Gaeltacht Affairs the type of projects which qualify for funding under the CLÁR programme; and if he will make a statement on the matter. [20802/02]

I propose to take Questions Nos. 228, 231 and 232 together.

The LEADER programme continues to be delivered vigorously by Galway Rural Development Company Limited. The LEADER group was assigned an amount of €4,956,000 as public funding for the period to 2006.

The main challenge of LEADER in Galway east is to address the fundamental need for employment and income outside agriculture. The programme is designed to promote community development as a basis for revitalisation of rural life in the county.

Under the CLÁR programme, priority investments, as identified by the communities in all CLÁR areas, cover infrastructure, social and community services and are being dealt with under the following measures:

– Non-National Roads

– Class 111 Roads

– L.I.S. Roads

– Group Water Schemes

– Group Sewerage Schemes

– Small Public Water Schemes

– Urban Enhancement Scheme

– Village Enhancement Scheme

– Bi-lingual Signage Scheme

– Sports Capital Grant Scheme

– Major and Minor Capital Health Projects

– Telecommunications

– Islands

– 3-Phase electricity for small industries

– Gaeltacht Top-Ups for Sports & Community Facilities

– Community Initiatives of a Capital Nature.

To date, I have committed €22.7 million to these measures, which are already under way or will commence in 2003.

Other measures may be introduced later, depending on needs identified.

There are 57 district electoral divisions in County Galway which are included in the CLÁR programme. Of these, the following are in the Galway East constituency:

Under the Class 111 roads measure, I have recently provided additional funds of €400,000 to Galway County Council. The decision of the council on the selection of the roads to be improved is awaited.

An Agreed Programme for Government contains a commitment to review the census data and consider additional areas for inclusion. I have commissioned the National Institute for Regional and Spatial Analysis at NUI, Maynooth to analyse the 2002 population census data to assist me in reviewing the CLÁR areas.
