Request to move Adjournment of Dáil under Standing Order 31.

I propose to deal with a number of notices under Standing Order 31. I propose to deal with these topics separately and I will call on Deputies in the order in which they submitted their notices to my office.

In regard to the first topic I received notice from Deputy Connaughton. I call on Deputy Connaughton to state the matter.

I seek the Adjournment of the Dáil under Standing Order 31 to discuss the lack of funding for the provision of a stand alone by-pass for Loughrea town, County Galway, which was promised by the Government before the general election; why Loughrea is the only town between Dublin and Galway not to be by-passed and to appeal to the Minister to intervene with the National Roads Authority to proceed with the by-pass without waiting for the N6 dual carriageway which may not be completed for the next ten years.

Having considered the matter fully I do not consider it to be in accordance with Standing Order 31. In regard to the second topic I have received notice from Deputy Gregory. I call on Deputy Gregory to state the matter.

I seek the Adjournment of the Dáil under Standing Order 31 to raise the appeal made to the Government yesterday to set up a disaster fund to help save over 300 jobs and provide alternative premises for the 80 small but viable businesses which now face ruin following the disastrous fire at the Liffey Trust Enterprise complex in the North Wall in Dublin's docklands.

Having considered the matter fully I do not consider it to be in accordance with Standing Order 31. In regard to the third topic I have received notice from Deputy Naughten. I call on him to state the matter.

I seek the Adjournment of the House under Standing Order 31 to discuss a matter of national importance, namely, in light of the European Court of Justice judgment which has deemed bilateral aviation agreements between member states and the US to be illegal and the impact that this will have on Shannon Airport, there is now an urgent need for the Minister for Transport to clarify the position of the Shannon agreement with the US and to obtain a derogation, if required, on the basis of balanced regional development.

Having considered the matter fully I do not consider it to be in accordance with Standing Order 31. I have also received notice from Deputy Healy and I call on Deputy Healy to state the matter.

I seek the Adjournment of the Dáil under Standing Order 31 to discuss a matter of vital importance, namely, the decision being taken today by Iarnród Éireann to discontinue rail freight services and to close the Limerick Junction-Rosslare rail line with the consequent loss of jobs and damage to the economy, both in agricultural and commercial terms, on both south Tipperary and the south-east generally.

Having considered the matter fully I do not consider it to be in accordance with Standing Order 31. In regard to the fifth topic I have received notice from Deputy Cowley and I call on him to state the matter.

I seek the Adjournment of the Dáil under Standing Order 31 to discuss a matter of urgent national importance, namely, the inequity created for Mayo farmers who are subject to drastic cuts in their flock size due to the commonage framework plans which were published recently.

Having considered the matter fully I do not consider it to be in accordance with Standing Order 31. In regard to the sixth topic I have received notice from Deputy Gormley and I call on him to state the matter.

I wish to have the business of the House suspended under Standing Order 31 to debate an issue of urgent public importance, namely, the proposal by Dublin City Council to cut down trees in O'Connell Street and the need for the Minister for the Environment and Local Government to intervene directly to prevent this unnecessary environmental destruction.

Having considered the matter fully I do not consider it to be in accordance with Standing Order 31. In regard to the final topic I have received notice from Deputy Boyle and I call on Deputy Boyle to state the matter.

I request that the business of the House be adjourned under Standing Order 31 to discuss a matter of urgent public importance, namely, the admission by the homelessness agency, the Simon Community, that two years into this Government's homeless strategy the numbers of homeless people has significantly increased.

Having considered the matter fully I do not consider it to be in accordance with Standing Order 31.
