Written Answers. - Rural Environment Protection Scheme.

25 Mr. Deenihan asked the Minister for Agriculture and Food if he intends to make changes to the REP scheme, in view of the low take-up of this scheme; and if he will make a statement on the matter. [20845/02]

I recently announced details of a consultative process on the REP scheme, out of which it is intended to make comprehensive proposals to the European Commission in 2003. The review will cover all aspects of the scheme including its structure, individual measures, payment rates, controls and penalties. As a first step in the process I have invited written submissions from stakeholder groups. These submissions will form the basis of further consultations, including a forum in which those who have made submissions may participate collectively. Following these two stages of consultation, my Department will formulate proposals by mid-2003 to be submitted to the European Commission.

I have also announced certain administrative changes to the REP scheme which do not require formal EU approval, although I have consulted the Commission about them. There will be a change in the title documentation requirements for the REP scheme, which will mean that the scheme's planners will no longer, in most cases, have to check land ownership documentation. I am simplifying the format of the REP scheme plans for extensive farming systems. These changes will come into effect in January 2003. In addition, I had previously announced new arrangements under which all REP scheme planners are to be given the facility, with the agreement of their clients, to access and download land parcel information from my Department's land parcel identification computer system. I am satisfied that, taken all together, these changes will contribute positively to the scheme's success into the future.
