My Department has an extensive primary school building programme for 2002 under way at present, details of which are available on my Department's website at www.education.ie.
Architectural planning has commenced for major building projects at the schools referred to by the Deputy except Tiermohan national school; Scoil Uí Fhiach, Maynooth and Scoil Clochar Naofa, Kilcock.
Decisions on projects that are in architectural planning proceeding to tender and construction in 2003 will be taken in the light of the annual allocation for primary school buildings, taking into account the contractual commitments to be met on projects approved and the priority to be afforded to individual projects.
In view of the extensive nature of the programme, my Department has no plans at present to start architectural planning for further major primary school building projects. My Department will be reviewing the position in the light of the allocation to be made for the primary building programme at the completion of the 2003 Estimates process.
In the meantime, boards of management should ensure that essential health and safety issues at the school are attended to. They should therefore continue to use the devolved grant for minor works and if the cost of any works of an emergency nature exceeds the amount available under the devolved grant, they may apply to my Department's building unit for grant aid.

The building unit of my Department has no application from Saint Wolstan's secondary school, Celbridge, County Kildare for extra facilities.

A proposal from the chief executive officer of County Kildare vocational education committee to dispose of the existing Saint Patrick's post-primary school, Naas, County Kildare and to provide accommodation on a new site has been considered in my Department. This proposal raised a number of concerns which necessitated clarification by reference to legal advice. Following this advice, my Department's post-primary building unit informed the chief executive officer that it was not in a position to approve the proposal. In the circumstances, the now acting chief executive officer has been requested to put forward an alternative accommodation proposal for the school. A response is awaited.

An extension project has recently been completed at Saint Mary's College, Naas, County Kildare which will cater for an enrolment of 800 pupils. The school authorities have submitted an application for further additional accommodation at the school and in this regard the planning section of my Department has agreed a long-term enrolment of 900 pupils with the trustees. A decision relating to the project proceeding to architectural planning will be taken in the context of the post primary building programme for 2003. This programme will be finalised when the budgetary provision for 2003 is known later this year. My Department will make direct contact with the school authorities at that time.

My Department recently received applications for refurbishment works and additional car parking facilities at Scoil Mhuire, Clane, County Kildare. These applications will be considered in the context of the post primary schools building programme for 2003. An examination of the stage 2 – outline sketch scheme – for the capital project at Scoil Ignáid Rís, Naas, County Kildare was recently completed in my Department's post primary building unit. Following this examination, it was necessary to seek clarification on a number of items in the submission from the school's design team. A response has now been received which is currently being considered.
Subject to satisfactory completion of stage 2, the question of allowing the project to proceed to stage 3 – developed sketch scheme – will be considered in the context of the post primary schools building programme for 2003. This programme will be finalised when the budgetary provision for 2003 is known later this year. My Department will be in contact with the school authorities directly at that time.

The only capital aid application in my Department from Confey College, Leixlip, relates to the development of a covered walkway. The chief executive officer of County Kildare VEC was recently given authorisation to re-tender for this project.
Following receipt of the tender report the matter will be considered further in the light of the capital allocation for 2003 and other competing priorities.

As the Deputy will be aware, a major project to provide a new school for Coláiste Cois Life, Lucan, County Dublin is currently progressing through architectural planning. In July 2002 approval was given to the school authority, Co. Dublin Vocational Educational Committee, to proceed to stage 4-5 of architectural planning – detail design and preparation of the bill of quantities and other contract documentation. The outcome is awaited in my Department. Prior to commencing stage 4-5, County Dublin Vocation Educational Committee submitted its planning application to the local authority and it is expected that planning permission for the school will be granted in the near future. The remaining stages in the process are: stage 6, Tender action and report; stage 7, Post contract cost control; stage 8, Practical completion and handover of building; stage 9, Final account.
