227 Mr. Hogan asked the Minister for Justice, Equality and Law Reform if he has looked into the possible use of electronic curfew systems for low level offenders or people who are released on bail, as a precondition to that bail; and if he will make a statement on the matter. [22070/02]
The use of electronic systems to monitor offenders in other jurisdictions is an issue which my Department has been monitoring for some time. Discussions previously took place between my Department, the Irish Prisons Service and the probation and welfare service on this issue, but it was considered that the technology being used was insufficiently developed at that time. There were also a number of policy and practical issues which had not been resolved in some of the jurisdictions where these schemes were being piloted. The final report of the Expert Group on the Probation and Welfare Service in 1999 also recommended awaiting the introduction of third generation systems and continued monitoring of the extension of the existing systems in Europe and elsewhere. I intend to keep the situation under review in the light of international developments.

I am informed by the Registrar of Titles that this is an application under Section 49, i.e. acquisition of title by virtue of long possession of the Registration of Titles Act, 1964 which was lodged on 3 November, 2000. Dealing number D2000XS011106B refers.
I am further informed that this dealing was completed on 23 October 2001.
