Written Answers. - Compensation Payments.

Question:

20 Mr. Coveney asked the Minister for Education and Science if the redress board awards will be in line with the recommendations of the advisory board. [21730/02]

In August 2001, my predecessor, Deputy Woods, appointed Mr. Sean Ryan to chair the committee established for the purposes of preparing a report in accordance with section 14 of the then Residential Institutions Redress Bill. The other four members of the committee came from diverse backgrounds. Medical and psychiatric expertise was provided by Dr. Helen Cummiskey. Dr. Marion Gibson had international experience in the field of social work. Professor Desmond Greer, in addition to his legal expertise, had extensive knowledge of compensation schemes in many parts of the world. Professor Martin McHugh brought detailed knowledge of psychological issues to the committee. The committee's report, Towards Redress and Recovery, was published in January 2002.

Section 17 of the Act provides for the making of regulations specifying the amount to be paid for abuse, injuries and medical expenses and shall, when making such regulations, have regard to the report, Towards Redress and Recovery.

Works to finalise these regulations in respect of the Act are currently under way and the committee's report will be incorporated into these regulations.
