446 Mr. McGuinness asked the Minister for the Environment and Local Government the progress in a request for improved working conditions and salary made by a person (details supplied) in County Kilkenny; if this person has been appointed; if this person will be appointed to the position of full time operative in view of their changed list of duties since their original appointment in November 1992; the number of meetings which have taken place with the employee and management since the request was made; if the union has been notified; and if he will make a statement on the matter. The person referred to is currently engaged by my Department in the capacity of caretaker. One formal meeting has taken place between officials of my Department and the individual concerned to discuss a revised list of caretaker duties. An increase in remuneration has been offered but has not at this time been agreed. There are no proposals to appoint the person concerned to the position of full-time operative. My Department has also discussed the situation with the relevant trade union.
