I propose to take Questions Nos. 83, 85, 86 and 88 together.

The Christmas bonus for job initiative, participants will be paid by FÁS in the week commencing 2 December 2002. The PPF mandated review of active labour market programmes, which includes JI, is also being progressed under the aegis of the Standing Committee on the Labour Market, chaired by my Department. I expect the standing committee to give early consideration to publication of this report in view of the likely public interest in its findings. The outcome of these initiatives will inform the Government's consideration of options for the future of CE and JI.

FÁS is also currently carrying out an internal review of the community employment and JI programmes which should be finalised early in the new year. This review will consider the future operation of these programmes in the provision of labour market services for the long-term unemployed and other disadvantaged persons. Eligible participants on JI are taken on for a three year period on the basis of annual renewable contracts. If the Deputy has concerns about a particular organisation issuing contracts to participants for a six month period, he should submit the details directly to FÁS for consideration.

There were 2,582 participants on JI in January 2000, 2,762 participants in January 2001 and the number at the beginning of November 2002 is 2,611. Funding has been provided in the Estimates for an average participation rate of 2,500 in 2003. A list of the organisations currently participating in the programme and the number of participants in each case is set out as follows. The specific address of any JI project is available from FÁS if required.
