Question:

99 Mr. R. Bruton asked the Minister for Finance the aggregate value of appropriations in aid in 2003 compared to the 2002 outturn; and the main sources of change. [23030/02]

Appropriations-in-aid are receipts arising in the normal course of a Department's or office's ordinary vote business and which may be retained by that Department or Office to meet expenditure instead of being paid directly to the Exchequer. The following table shows the total value of appropriations-in-aid in 2003 by ministerial Vote group and the comparable 2002 forecast outturn. The 2002 estimates for appropriations-in-aid are also included for information as there are projected shortfalls in appropriations-in-aid to the amount of €183 million in 2002. These shortfalls arise mainly from delayed ESF receipts and a once-off adjustment to health levy receipts in 2002, due largely to a rebalancing between the health levy and PRSI receipts relating to pay overs in previous years.

The main variances arise on the Agriculture and Food Vote and the Health and Children Vote.
Agriculture and FoodThe reasons why the projected Appropriations-in-Aid in the 2003 Estimate are lower than the 2002 forecast outturn figures are:–
(i) lower projected EU receipts on the CAP Rural Development Schemes and Intervention, and
(ii) the 2002 figures include final balancing payments due under previous rounds of the Structural Funds which are once-off in nature.
Health and ChildrenThe change in the Appropriations-in-Aid on the Health and Children Vote reflects:–
(i) a once-off shortfall in 2002 (in excess of €50 million), and
(ii) increased Health Levy receipts in 2003 in line with expected buoyancy.
