200 Ms M. Wallace asked the Minister for Finance if the study of the Tolka River which was promised for autumn 2002 is completed; the findings of same; if it has identified the causes of the flooding; the possible options for alleviating this; the costs and benefits associated with these options, and the environmental impacts; and if, as indicated in October 2001, the study has identified short-term remedial measures under the promised interim report. In June 2001, Dublin City Council commissioned the greater Dublin strategic drainage study or GDSDS, which will examine and report on the strategic drainage requirements of the greater Dublin area. At the request of the Office of Public Works, a study of flooding in the Tolka River catchment was included as part of the GDSDS. This element of the study is being funded by Office of Public Works at a cost of €870,000. The study is expected to be completed in May 2003. Meath and Fingal County Councils are also participating in the study. Surveying is now completed and the consultants are commencing work on the hydraulic model of the catchment.

The aim of the study is that a comprehensive report will be produced that will include the development of a model representing the hydrological and hydraulic characteristics of the River Tolka catchment. Such a model will have the ability to map flood risk. Using model output, the technical and economic merit of various options for flood management, taking account of current and future land development, will be presented within the report. It is not possible, at this stage, to indicate what the findings of the study will be or what flood alleviation measures can be recommended. However, in the meantime, the consultants have been requested to produce an interim report on what immediate measures can be taken to alleviate flooding in the worst affected areas. This interim report will be available in the next few days.
