Question:

210 Mr. Howlin asked the Minister for Finance if the component of the pension scheme which came into force in 1984 for staff employed under the secretarial assistance scheme for Deputies and Senators, comprising a lump sum on retirement is an entitlement incorporated in the conditions of employment of the staff members covered by the scheme or an ex gratia payment; the precise section of the pension scheme in which the lump sum entitlement is described; if a copy of the full pension scheme, as distinct from the three page summary thereof, will be placed in the Oireachtas Library; and if he will make a statement on the matter. The superannuation scheme for officers employed under the scheme for the provision of secretarial assistance for members of Dáil Éireann who are not office holders provides for the immediate payment of retirement gratuities, lump sums, to employees who retire on grounds of age or ill-health and for payment of preserved lump sums at age 60 to employees who resign voluntarily before that age, subject to the employee having the minimum actual service necessary to qualify for pension. The above provisions are contained in paragraph 6 of the scheme. I have arranged for copies of the scheme to be placed in the Oireachtas Library and forwarded to the Deputy.
