285 Mr. McGinley asked the Minister for Education and Science if he will consider the appointment of a third assistant to a school (details supplied) in County Donegal. [23670/02]

The staffing of a primary school is determined by reference to the enrolment of the school on 30 September of the previous school year. The actual number of mainstream posts sanctioned is determined by reference to a staff ing schedule and is finalised for a particular year following discussions with the education partners.

The enrolment of this particular school is a principal and two mainstream class teachers based on the enrolment of 68 on 30 September 2001. This is the authorised staffing for the school. The school also has the services of a shared learning support teacher.

The enrolment of the school as at 30 September 2002 determines the staffing for the school year 2003-04 school year. The boards of management will be advised of their staffing allocations for the 2003-04 school year in early 2003.

The Deputy may be aware that I recently established an independent appeals board to adjudicate on appeals from boards of management on mainstream staffing allocations in primary schools. The appeals board will operate independently of the Minister and the Department and its decision will be final. A circular outlining these new procedures has recently been issued to all primary schools and is also available on my Department's website.
