131 Ms B. Moynihan-Cronin asked the Minister for Agriculture and Food the reason for the delay in payment of a suckler cow grant to a person (details supplied) in County Kerry; and when payment will be made. [25071/02]

The 2002 area aid application for the person named has been fully processed with an area determined for payment purposes of 44.70 hectares.

The person named applied for premium for 12 cows under the 2002 suckler cow premium scheme. The application has been fully processed and it is expected that an advance payment will issue shortly. Payment of his full entitlement under the 2002 area-based compensatory allowance scheme issued on 2 December 2002.

The person named submitted two 2002 special beef premium applications as follows: one animal on 9 May 2002 and 13 animals on 4 November 2002. Advance payment will issue in respect of the May application as soon as possible. Payment will commence in respect of November applications in February 2003 when the two month retention period is complete, subject to com pliance with the terms and conditions of the scheme.
The person named has 15 animals eligible under the 2002 slaughter premium scheme and 11 animals eligible under the 2002 national envelope top up. Payments for the amounts of €960 and €201.08 issued on 16 October 2002 under the respective schemes.
