137 Mr. S. Ryan asked the Minister for Finance the global valuation of utility companies (details supplied); the amount which has been apportioned to each rating authority; and the way in which this apportionment has been arrived at under the Valuation Act, 2001. [26419/02]

Global valuation provisions were first introduced in the Valuation Act, 1988. The Act provided for property used for the primary purposes of a public utility undertaking to be valued as a single entity and apportioned between rating authorities by ministerial order. The 1988 Act prescribed that the basis of valuation, net annual value, of a public utility undertaking valued on a global basis shall be 5% of the effective capital value. ECV consists of site value, plus the depreciated replacement cost of other property of the undertaking.

To date one utility, the ESB, has been valued on a global basis. All other utilities have been valued and entered on the valuation lists on a conventional basis. The global valuation of the ESB was last revised in 1998 and is due to be revised again in 2003. The 1998 ESB global valuation was apportioned as follows: 75% of the valuation of an electricity generating station was apportioned to the rating authority in which it was situated; the balance of the global valuation was apportioned to each rating authority in proportion to the population of each authority, as per the following schedule of apportioned valuation.

The Valuation Act, 2001, which came into effect on 2 May last, continues with modifications to the 1988 global valuation provisions. However, no public utility undertaking has yet been valued or apportioned under these new provisions.
