Question:

706 Caoimhghín Ó Caoláin asked the Minister for Health and Children when an agreement will be reached on a revised contract for hospital consultants; and if he will make a statement on the matter. [1717/03]

Preliminary talks on a revised contract for consultants commenced in 2001 and the parties to the negotiations have met in plenary session on seven occasions since then, under the chairmanship of Mr. Mark Connaughton SC. To date the discussions have centred on two key issues arising from the current – 1997 – contract, namely: the introduction and operation of a revised grievance and dispute procedure; and the proposal to amend Clause 4.3 (Administrative Leave) of Appendix IV of the contract (Disciplinary Procedures).

In relation to the former, the parties agreed to a revised scheme in October 2002. The latter is a more complex issue, which is still some way from resolution. Once agreement is reached on this issue, it is hoped that both parties can begin talks on the substantive issues in relation to a new common contract for consultants.
