Question:

911 Mr. J. Bruton asked the Minister for the Environment and Local Government if he has transposed into law the EU directive of 1999 limiting emissions of VOC compounds which was due to be transposed into law by April 2001; and if he will make a statement on the matter. [1384/03]

The Emissions of Volatile Organic Compounds from Organic Solvents Regulations 2002 were made on 28 November 2002. These regulations complete the transposition of Council Directive 1999/13/EC on the limitation of emissions of volatile organic compounds due to the use of organic solvents in certain activities and installations.

912 Mr. J. Bruton asked the Minister for the Environment and Local Government if the 1985 EU directive on the assessment of the effects of certain public and private projects on the environment, which was due to be transposed no later than 14 March 1999, has been transposed into law; and his views on the matter. [1385/03]

The deadline of 14 March 1999 applied to the transposition of EU Directive 97/11/EC of 3 March 1997 which amended the 1985 EIA Directive. The 1997 Directive has been transposed by the European Communities (Environmental Impact Assessment) (Amendment) Regulations 1999, the European Communities (Environmental Impact Assessment) (Amendment) Regulations 2000 and the European Communities (Environmental Impact Assessment) (Amendment) Regulations 2001 (SI 538 of 2001). EIA provisions in the planning area were consolidated in the Planning and Development Act 2000, and the Planning and Development Regulations 2001.
