Question:

948 Mr. Crowe asked the Minister for Community, Rural and Gaeltacht Affairs if his atten tion has been drawn to the work done by the SWAN Family Support Organisation dealing with the families affected by substance abusers, to the fact that the organisation was recently rejected for funding by the addiction services department of the South-Western Health Board, and that the organisation is now in danger of closing; if his attention has further been drawn to the huge drug abuse problem in the Tallaght area; and if he will consider making funding available as a matter of urgency in order to keep this valuable community service alive. As the Deputy is aware, my Department has responsibility for overseeing the work of the Local Drugs Task Force, LDTFs, which are based in 14 areas of high drug misuse in Dublin, Cork and Bray. The LDTFs are made up of representatives from the statutory, community and voluntary sectors and each area has developed a local action plan. The selection of projects, and the funding allocated, is based on the task force's prioritisation of the identified needs within its area and the ability of the proposed projects to meet those needs. Most of the LDTFs are currently implementing their second round plans and, to date, over €14 million has been allocated to implement these plans. As funding for the LDTFs is approved by the Cabinet Committee on Social Inclusion, the Deputy will appreciate that it is not open to me to re-allocate funding within these plans. Furthermore, it should be noted that these are the only moneys available under this initiative to fund such projects.

As regards the SWAN project, this group has been allocated funding of €19,046 under the second round plan of the Tallaght LDTF. To date, projects under both of the task force plans for Tallaght, including mainstreamed projects, have been allocated over €4 million. In addition, just over €1.4 million has been allocated to drugs projects in the area under the premises initiative and approximately €2.8 million has been allocated to Tallaght under the young people's facilities and services fund, YPFSF. Funding for the YPFSF is held by the Department of Education and Science.

Finally, the Deputy should note that my colleague the Minister for Health and Children, Deputy Micheál Martin, has responsibility for funding decisions made by the South-Western Area Health Board.

Question:

949 Mr. Hogan asked the Minister for Community, Rural and Gaeltacht Affairs if he will be making funds available to continue the young people's facility fund that assists with drug prevention programmes for Carlow VEC and Carlow Regional Youth Service; and if he will make a statement on the matter. The National Assessment Committee, NAC, of the young peoples facilities and services fund, YPFSF, which is chaired by my Department, is currently examining the services projects funded under round one of the fund. The intention would be where they are found to be effective, they will be mainstreamed by enabling their on-going provision by statutory agencies. Qualification for continued funding will be dependant on the successful evaluation of each project – including the Carlow project. A steering group, consisting of members of the NAC and representatives from the four principal vocational education committees involved in the local drug task force areas, i.e. City of Dublin Youth Services Board, County Dublin VEC, Dún Laoghaire Rathdown VEC and the City of Cork VEC, has been established to oversee the overall evaluation process and it will make recommendations to the NAC on the projects to be mainstreamed. The steering group will be contacting each development group in the areas involved, including Carlow, in the next week or so setting out the procedures to be followed. The NAC hopes to be in a position to make recommendations to the Cabinet Committee on Social Inclusion on projects to be mainstreamed by April 2003. Each services project, has been provided with interim funding pending the outcome of the evaluation-mainstreaming process.
