990 Mr. Ring asked the Minister for Social and Family Affairs the amount of money which was spent in her Department for public relations in 2002; the amount of money which was spent on advertising for all the different schemes in 2002; the areas in which this money was spent; the costs per media, including print and broadcast media; the money which was spent in 2002 on consultants' reports; the persons who drew up the documentation for the advertising; if consultants were used for this process; if so, the amount which was paid to them; and other costs in relation to other advertising by her Department in 2002. 992 Mr. Ring asked the Minister for Social and Family Affairs the total amount of money spent of public relations consultants for 2002 and in the past two years; the amount of money which was spent on advertising in the print media, the broadcast media and any other form of media for the same period; the other money which was paid for all other consultancies in the past two years in her Department; the money which was spent on legal costs for professional services and advice for 2002; and the costs of other reports or consultancy work for her Department in 2002. I propose to take Questions Nos. 990 and 992 together.

The use of advertising is a vital medium in delivering on the Government's commitment to ensure that all our citizens are fully aware of their social welfare entitlements and are kept informed of changes and improvements as they occur.
My Department spent a total of €1,319,239 on advertising in 2002, of which €981,960 was in respect of the print media and €337,279 in respect of the broadcast media. This advertising covered a range of departmental schemes and services.
Expenditure on advertising in 2001 was €1,519,053, of which €1,110,917 related to print advertising and €408,136 related to the broadcast media. The corresponding expenditure in 2000 was €600,052, €360,713 and €239,339 respectively.
There was expenditure on public relations consultancy of €6,534 in 2002. There was no expenditure of that nature in 2001 or 2000.
In relation to consultancy on advertising, no consultants were used for that purpose as all tendering documentation was prepared by staff in the Department. The cost of advertising agencies is included in the advertising costs referred to above.
Expenditure by my Department on consultancy work, the bulk of which relates to major IT projects in which the Department is involved, amounted to €11,805,025 in 2002, €9,944,933 in 2001 and €2,382,255 in 2000.
Expenditure by my Department on professional legal services and advice in 2002 was €236,781, of which €199,465 was included in the expenditure on consultancy work for 2002 shown above.
