I move:
That the proposal that Dáil Éireann approve the terms of the Agreement on the Conservation of African-Eurasian Migratory Waterbirds 1996 in accordance with Article 29.5.2º of the Constitution be referred to the Select Committee on the Environment and Local Government, in accordance with paragraph (1) of the Orders of Reference of that Committee, which, not later than 18th February, 2003, shall send a message to the Dáil in the manner prescribed in Standing Order 85, and Standing Order 84(2) shall accordingly apply.
