Question:

351 Mr. J. Higgins asked the Minister for Transport his views on the fact that drivers carrying their driver's licence is of no assistance to safer driving but is an onerous requirement which is causing great concern and anxiety for law abiding people; and if he will revoke this regulation. [2516/03]

The requirement to carry a driving licence and a provisional licence while driving or accompanying a learner driver is essential in the context of the operation of a penalty points system as it will enable the Garda to identify the driver at the scene of an alleged offence. In addition, the measure should help improve road safety by instilling in drivers a more responsible attitude to driving generally.
