Question:

400 Mr. McGuinness asked the Minister for the Environment and Local Government if he will re-consider an application for a first-time buyer's grant which was refused to a person (details supplied) in County Kilkenny, in view of the fact that the person occupied the house in August 2002 and had signed contracts in 2001; if this person's application of December 2002 can now be reconsidered in view of these circumstances and the timing of his announcement. Applications under the new house grant scheme, which was terminated as and from 14 November 2002, were required to be received in my Department on or before 4 December 2002. The application in this case was received subsequent to that date and a new house grant cannot therefore be allowed.
