The licensing and operation of public service vehicles, including taxis and hackneys, are governed by the Road Traffic (Public Service Vehicles) Regulations 1963 to 2002.
Under these regulations, specifically article 18 of the regulations of 1995 (S.I. No. 136 of 1995) as amended in particular by the regulations of 2000 (S.I. No. 367 of 2000), a person to whom a vehicle that is licensed as a taxi or a wheelchair accessible taxi is being sold or otherwise transferred, may apply to the licensing authority which granted the licence to have the said licence continue in force. The approval of the licensing authority shall only be granted where the applicant satisfies the licensing authority that the use of the vehicle as a taxi or a wheelchair accessible taxi is covered by insurance and the appropriate fee is paid by the applicant. The requirement relating to vehicle suitability does not apply as there is no change of vehicle. The regulations do not provide for the transfer of a hackney licence to another person.
