I propose to take Questions Nos. 103 and 151 together.

In November last year I set out my plans for structural and regulatory reform of public transport. A critical element of the reform package is the introduction of measures to improve the procurement and regulation of public transport services. It is envisaged that in due course, multi- annual public service contracts will be introduced for all rail services provided by Iarnród Éireann.
In the meantime, my Department is in discussions with each of the CIE companies, including Iarnród Éireann, with a view to introducing service level agreements. These are designed to provide greater transparency and accountability on an administrative basis with regard to the level and quality of service provided by each of the companies, and as such incorporate targets for both service quantity and quality. I expect them to be in place for the year 2003.
