219 Ms McManus asked the Minister for Finance his views on the recommendations of the Brennan commission on financial management and control systems within the health services; if it is intended to implement the recommendations; and if he will make a statement on the matter. [3518/03]

Mitchell asked the Minister for Finance if he will immediately instigate an inquiry into the leaking of the report commissioned by him on value for money in the health service and report to Dáil Éireann the reason this report can be widely reported in the media prior to its being given either to himself or Dáil Éireann; and if he will make a statement on the matter. I propose to take Questions Nos. 219, 229 and 230 together.

The Commission on Financial Management and Control Systems in the Health Services was formally established in April 2002 to examine, evaluate and make recommendations on relevant financial systems, practices and procedures throughout the health sector. I understand that the commission is currently finalising its work and I expect to receive its report around the end of this month. When I have had an opportunity to consider the report, I intend to present it to Government and seek approval for its publication. The question of implementation will be considered at that time.

As regards recent media reports in relation to the work of the commission, this is an independent commission which is responsible for its own operations. While I would not condone the release of any material relating to the commission's work to the media, I do not consider that any purpose would be served by instituting an inquiry into the matter.
