I propose to take Questions Nos. 104, 346, 405 and 406 together.

During 2002, my Department issued 288 sanctions for new works on capital projects under the national development plan. These related to health capital projects, excluding ICT, across all health boards and all care programmes. The sanctions ranged from individual major new projects, or stages of same, to approval in each health board of funding for minor capital items such as replacement equipment or health and safety works. The sanctions in 2002 were in addition to a wide range of capital developments sanctioned in previous years by my Department and which were still under way or being completed in the course of last year.
The total amount of expenditure reimbursed by my Department to health agencies under the health capital programme of the national development plan in 2002 was €507.115 million. This included expenditure relating to new works sanctioned last year, and to projects approved in previous years and continuing in 2002. I am pleased with the progress which has been made since the launch of the NDP in 2000. On completion of the projects under way, significant progress will have been made in addressing the major historic deficiencies which have existed in health infrastructure. I am also keenly aware of the need to continue progress and investment in this area across all care programmes to ensure an equitable and efficient health service for all.
