Question:

451 Mr. Haughey asked the Minister for Transport his proposals in relation to the issue of driving licences to learner drivers; the timescale in this regard; and if he will make a statement on the matter. [3642/03]

Under the Road Traffic Act 1961, and the Road Traffic (Licensing of Drivers) Regulations 1999 to 2002, it is a matter for the appropriate local licensing authority to determine the eligibility of a person for a driving licence and to issue licences.

I refer the Deputy to my reply to Priority Question No. 80 of Wednesday, 5 February which sets out the position regarding proposals in relation to provisional licences.
