452 Mr. O'Shea asked the Minister for Transport if his attention has been drawn to the fact that the annual cost of congestion on the Dublin to Waterford route is estimated at ?41.5 million (details supplied); his proposals for the early resolution of this problem; and if he will make a statement on the matter. [3697/03]

I am aware that the annual cost of congestion on the Dublin to Waterford route was estimated at €41.5 million according to a recent report.

The national development plan sets out a strategic framework for the improvement of national road infrastructure and provides for investment of €6.75 billion in the network over the period 2000-06. A key aim of this unprecedented level of investment is to alleviate traffic congestion on our national roads, resulting in reduced journey times and vehicle emissions.

The plan provides for the upgrading of the Dublin to Waterford route to motorway-high quality dual carriageway. It is a matter for the NRA to implement the NDP roads programme in conjunction with local authorities, having regard to available resources.
