374 Caoimhghín Ó Caoláin asked the Minister for Health and Children his views on the Prospectus review of health service structures and the Brennan commission audit of resources and management in the health system; and the action it is proposed to take on foot of these reports. [3461/03]

I propose to take Questions Nos. 110, 166, 167, 319, 349, 350 and 374 together.

Prospectus Strategy Consultants was contracted in June 2002 to complete an audit of structures and functions of the health system. The terms of reference included consideration of the structures and functions of both health boards-authority and other specialist, advisory, regulatory and executive agencies under my aegis. The terms of reference also require Prospectus to make recommendations to improve corporate governance arrangements in the health system generally. This includes consideration of interactions between all agencies who play a pivotal role in the system, including the Department of Health and Children.

The project is being overseen by a steering group. A first draft of the report was provided to the steering group on the 23 December and further work is being completed by the consultants. The steering group has not yet received a final draft of the report. I can advise the Deputy that work is at an advanced stage. A final draft will be available in the coming weeks. On completion, I will bring the report to the Government for decision. Once decisions have been made by Government, I anticipate that the report will be published in full and made available generally.
