48 Mr. Perry asked the Minister for Agriculture and Food the status of the report on the welfare of animals during transport drawn up by the EU scientific committee. [3963/03]

Following a resolution of the Council of Agricultural Ministers in May 2001, the EU's scientific committee on animal health and animal welfare was requested to report on the welfare of animals during transport, taking into account the provisions of existing EU legislation in this area. The committee established an expert working group and presented its findings in a report published in March 2002. The EU Commission is, at present, drafting a proposal for the amendment of Council Directive 91/628 on the welfare of animals during transport, taking into account the conclusions of the report of the scientific committee. The extent to which the forthcoming EU proposal will reflect the conclusions of the scientific report is not yet clear. Ireland's consistent position on animal welfare during transport has been to support measures which facilitate live exports in a manner which ensures the welfare of animals. In the meantime we will continue to insist on the stringent application of existing controls.
