Question:

374 Ms Burton asked the Minister for Health and Children if he has proposals to provide a tracing service to adopted people who wish to trace their birth parents and families; if he will include adopted persons and their representatives in such a service; the consultation he has undertaken on this matter with interested parties; and if he will make a statement on the matter. [5251/03]

The Government has approved a scheme for proposed legislation in relation to adoption information, post-adoption contact and associated issues. Part of the proposals are concerned with the provision of a national search service which will be a State-funded tracing service. This will be a professional tracing service and, at the moment, there is no proposal to include adopted people or their representatives in the service. However, when the national search service is being established consultation with representative groups and/or adopted people may take place to ensure that an effective and efficient service is established.

375 Ms Burton asked the Minister for Health and Children if he has proposals to transfer files and other records relating to adopted people to third parties; the third parties with whom he has discussed such proposals; if and when he has had discussions with adopted people and their representatives on this matter; if he has discussed their issues with other interested parties and their representatives, including adoptive parents, birth parents, adoption agencies and the Adoption Board; the objectives and arrangements in respect of any such transfer of records and information; the costs of any such scheme; and if he will make a statement on the matter. There are no proposals at present to transfer or release any records relating to adopted people to any third party.
