416 Mr. Naughten asked the Minister for Transport when the commencement orders for the enforcement, prosecution, and attachment of penalty points to a driving licence were issued; when the commencement orders for the withdrawal of a licence with 12 penalty points were issued; and if he will make a statement on the matter. I propose to take Questions Nos. 410 and 416 together.

Sections of the Road Traffic Act 2002 that relate to the operation of the penalty point system, including the provisions relating to the disqualification from holding a driving licence on reaching the threshold of 12 points, were commenced with effect from 31 October 2002 to facilitate the operation of that system in respect of speeding offences.

Proposals for the extension of the system to the remaining offences that will attract penalty points are being progressed by my Department in consultation with the Department of Justice, Equality and Law Reform, the Department of the Environment and Local Government and the Garda Síochána.
