Question:411 Mr. O'Dowd asked the Minister for Transport if he intends to reduce traffic speeds in urban areas to 20 mph or equivalent speed; and if he will make a statement on the matter. [5205/03]
Written Answers - Speed Limits.
The standard speed limit for built-up urban areas is currently 30 miles per hour. However, there is a general statutory obligation that a vehicle shall not be driven at a speed exceeding that which will enable its driver to bring it to a halt within the distance which the driver can see to be clear.
I have indicated that it is proposed to introduce a metric system for the measurement of speed. The adoption of metric values for speed limits will of itself create the need for alternations to the imperial values applying at present. The last comprehensive review of speed limits was carried out between 1990 and 1992 which resulted in the adoption of the current structure. I am currently taking the opportunity afforded by the process of metrication to review that structure in consultation with the Garda Síochána, the National Roads Authority and the local authorities, in view of the particular role given to the latter in the Road Traffic Acts in the application of speed limits at specific locations.
