In addition to the above, while the Human Rights Commission, established under the provisions of the Human Rights Act, 2000 (as amended), is not a State board, but rather an independent national human rights institution, I am including it for the purposes of giving a comprehensive reply to this question. The Government appointed Dr. Maurice Manning to be the President of the Commission with effect from 31 July 2002.
