Adjournment Debate Matters.

I wish to advise the House of the following matters in respect of which notice has been given under Standing Order 21 and the name of the Member in each case: (1) Deputy Seán Ryan – the difficulty in operating Part V of the Planning and Development Act 2000 arising from Department of the Environment and Local Government circulars in respect of income limits for eligibility for local authority loans, loan limits of €130,000, and the reluctance of the commercial lending institutions to accept the required "clawback" provisions of the scheme which have all resulted in "eligible" applicants under the scheme being unable to secure a loan; (2) Deputy Ó Caoláin – the need for the Minister for Enterprise, Trade and Employment to take urgent action to halt the escalation in the cost of insurance which is having a very damaging effect on economic and social life and the need for the full implementation of the recommendations of the Motor Insurance Advisory Board; (3) Deputy Ó Snodaigh – the need for the Minister for Health and Children to implement the recommendation of the Pollock report into facilities provision at Our Lady's Hospital for Sick Children, Crumlin dated 26 February 2003 which found the hospital is seriously outdated and substandard and should be replaced without delay; (4) Deputy Gogarty – the need for the Minister for the Environment and Local Government to increase resources at Ronanstown Garda station in the light of ongoing public order and crime problems, most recently in Foxdene estate; (5) Deputy Pat Breen – the serious concerns for the tourism sector in the mid-west region following the recent announcement by two Unites States carriers that they are to withdraw from Shannon Airport on security grounds and to urge the Government to take immediate steps to address this serious crisis and the lack of confidence which has grown in the region; (6) Deputy O'Dowd – to ask the Minister for Transport to establish immediately a driving test centre in Drogheda, County Louth.

The matters raised by Deputies Ó Caoláin, Ó Snodaigh, O'Dowd and Gogarty have been selected for discussion.
