Requests to move Adjournment of Dáil under Standing Order 31.

Before coming to the Order of Business, I propose to deal with a number of motions under Standing Order 31 and I will call on the Deputies in the order in which they submitted their notices to my office.

I seek the adjournment of the Dáil under Standing Order 31 to debate the following urgent matter. Now that the war in Iraq has begun in earnest with increased, unjustified and reckless bombing by US and British aircraft, including target softening attacks, the incursion of thousands of special forces into Iraq against international law and the reported killing of six civilians during one of the bombing raids, the Government has a moral and constitutional obligation not only to allow this House a proper opportunity to fully discuss and debate this matter of national and international importance, but also to accede to the will of the Irish people by closing Shannon Airport to all military aircraft and personnel using it as a staging post on their way to war.

I seek the adjournment of the Dáil under Standing Order 31 to debate the following urgent matter: the failure of the Government to undertake proper consultation on the proposed restriction of rights under the Freedom of Information Act to discuss how these Houses can best conduct public hearings with a wide range of interests that are not heard by the Government's high level group on the implications of these measures for the public right to information and to discuss arrangements for deferring discussion on the Freedom of Information Bill 2003 until such hearings have been completed.

I seek the adjournment of the Dáil under Standing Order 31 to debate the following urgent matter: the decision of An Bord Pleanála to grant planning permission to Indaver Ireland for a 170,000-tonne waste-burning incinerator while rejecting a recycling facility on the same site and ignoring the deep concerns of residents in Louth, Meath and north Dublin who have legitimate health fears after it was revealed that an incinerator in Antwerp run by Indaver was closed last August.

I seek the adjournment of the Dáil under Standing Order 31 to debate the following urgent matter: the welcome and historic decision last night of Belfast City Council, the second largest democratically elected local authority in Ireland to support the demand raised by Sinn Féin for recognition of voting rights for Irish citizens in the Six Counties and the need for the Irish Government to take long-overdue action to provide for Six County representation in the Oireachtas, a measure signalled five years ago at the time of the Good Friday Agreement but continually delayed by the Government since then.

Having considered the matters raised, they are not in order under Standing Order 31.
