269 Mr. Wall asked the Minister for Education and Science if his Department will transfer prefabs or portacabins from the Scoil Mhuire School, Ballymuny, Newbridge, to St. Patrick's national school, Morristown, Newbridge, a distance of half a mile, to permit the board of management at St. Patrick's to overcome the overcrowding and lack of facilities at the school; and if he will make a statement on the matter. 270 Mr. Wall asked the Minister for Education and Science if the board of management of a school purchasing portacabins or prefabs from their own means to overcome overcrowding or lack of facilities at their school which is listed for attention by his Department for funding for such facilities, not this year but in future years, is reimbursed by his Department when the occasion for funding arises; and if he will make a statement on the matter. 271 Mr. Wall asked the Minister for Education and Science when a school has to use a porch measuring three square metres for use by a support teacher in a primary school, the person who is responsible for the insurance costs in relation to such a matter; if it noted by his Department as a means of dealing with overcrowding; if it is acceptable by his Department; and if he will make a statement on the matter. 272 Mr. Wall asked the Minister for Education and Science if his Department will consider the transfer of portacabins not now in use from the James Gaelscoil site at Herbert Lodge, Curragh, County Kildare, to St. Patrick's NS, Morristown, Newbridge, County Kildare, to allow the board of management overcome the many problems being encountered at the school due to overcrowding and lack of facilities. 273 Mr. Wall asked the Minister for Education and Science if his Department's attention has been drawn to the prefabs or portacabins which can be leased or passed on from one school to another within his Department's infrastructure; if such leasing or co-operation is permissible within his Department; and if he will make a statement on the matter. [6790/03]

I propose to take Questions Nos. 269 to 273, inclusive, together.

The 2003 school building programme has now been published and full details in relation to individual projects are available on my Department's website at www.education.ie.

On the basis of the budgetary allocation it was not possible to include any further projects including the provision of temporary accommodation in 2003. My Department is prepared to consider the possibility of re-allocating any surplus suitable temporary accommodation that it has acquired and which may become available having regard to the priority to be afforded to individual schools.

The budgetary allocation for 2004 and subsequent years will determine the rate of progress on projects that could not be included in this year's programme. It is not possible, therefore, to give any commitment to individual school authorities regarding the re-imbursement of costs on the proposed acquisition of temporary or any other type of accommodation.
Individual school authorities are responsible, in the first instance, for ensuring the safety and welfare of children and others in their care.
