Question:

296 Mr. Ferris asked the Minister for the Environment and Local Government his views on whether the notification of landowners whose land has been designated as a proposed special protection area does not constitute adequate consultation; and his further views on whether such a consultative process involving individual landowners, local elected representatives, the farming organisations, local community groups and independent scientific experts is essential prior to the publication of the proposed SPAs in early April 2003.
