258 Mr. Gormley asked the Minister for Foreign Affairs his views on the use of ?750 million of undisbursed EU aid to assist farmers and countries affected by the collapse in world coffee prices, a policy to convert to other crops, the destruction of below-standard stocks and the revision of tariff rules; and if he will make a statement on the matter. [8244/03]

I have already expressed my continuing concern at the crisis in the international coffee trade and the problems which this is causing for producers, most recently in answer to Questions Nos. 139 and 230 on 5 March 2003. The international coffee crisis was discussed at the General Affairs and External Relations Council in November last. On that occasion, the Commission undertook to come forward with ideas to address the situation of commodities in general, including coffee. The overall consensus among Ministers is that there is no short-term solution to the problem. It was agreed that initiatives needed to be taken and the issue had to be looked at in the broader context, including with a view to sustainable development. I expect the Council to return to this matter soon on the basis of the Commission's ideas for dealing with the commodities situation. I am sure the Commission's work will address the practical proposals mentioned in the Deputy's question, which are also being advocated by OXFAM as part of its efforts to help alleviate the crisis.

I welcome the coffee quality improvement programme which was put in place on 1 October 2002 by the International Coffee Organisation, of which Ireland and other EU member states are members. The launching of the new FAIRTRADE mark Ireland on 3 March 2003 will allow consumers who choose FAIRTRADE marked products, including coffee, to play an important role in alleviating poverty and supporting marginalised producers in a manner which promotes dignity and self-sufficiency.
