I propose to take Questions Nos. 196, 218 and 235 together.

The position regarding the grant scheme for minor works is set out in the 2003 school building programme which was published in January. The programme shows that €18.1 million has been provided for the payment of the full grant. The programme also identifies explicitly that there are two parts to the grant, €12.5 million for payment of the standard grant of €3,809 to each school and €5.6 million for payment of the per capita element at €12.70 per pupil.

The published programme also made clear that an expenditure review of the scheme, involving inspections of up to 300 schools, would be undertaken in the early part of the year. The purpose of the review is to ensure that the best use is being made of these funds by schools and to adjust the scheme in line with any recommendations that arise from the review. The review is about ensuring best practice and making the scheme as effective as possible. The published programme unambiguously states that the review is in the context of maintaining overall expenditure on the scheme at the same levels as in previous years.

Arrangements for this review are being finalised at the moment. It is intended to complete it before the end of the current school year.

I propose to take Questions Nos. 197, 212 and 236 together.

An amount of €625 was lodged to the bank accounts of all eligible schools on 20 December 2002 as an advance payment in respect of the ancillary services grant due in 2003. The balance of the grant due for 2003 was lodged to the bank accounts of 2,920 schools on 7 March last. A further 14 schools received their balance on 11 April.

The remainder of the eligible schools will receive payment in May, once details of their enrolments are received in my Department or any outstanding queries in relation to their enrolments are resolved at that stage. It is not possible to indicate the amount due until enrolment details are finalised.

I propose to take Questions Nos. 198, 213 and 237 together.

Substantial funding has been made available to schools in recent years to promote the use of information and communications technologies in teaching and learning and to prepare students for participation in the knowledge society. However, my Department is subject to budgetary constraints in 2003 and this will limit the amount of ICT capital grants which can be provided to schools this year. My Department will be contacting schools in this regard in the near future.

The Government remains fully committed to supporting schools in the promotion of ICT skills and applications in teaching and learning. To this end, the National Centre for Technology in Education is currently conducting a nationwide census of all schools on behalf of my Department in order to determine progress achieved in meeting ICT needs and objectives as well as resource requirements going forward. The findings of this census, which will be available by mid-year, will inform future policy and funding priorities in this area having regard to available budgetary resources.

Further grants issued in December 2001 and May 2002 under the blueprint for the future of ICT in education.
