Question:

121 Mr. Durkan asked the Minister for Arts, Sport and Tourism his priorities in regard to the promotion of the arts; and if he will make a statement on the matter. [11300/03]

The Arts Bill currently before the Oireachtas will, when enacted, give me as Minister responsibility for the promotion of the arts both inside and outside the State. I, therefore, see it as a priority to have an effective regime for the promotion of the arts in the international context. In the period since I took over my present portfolio, I have on various occasions made clear the fundamentals of my thinking on the promotion of the arts. These include the nurturing of genius, while doing as much as possible to broaden access to and participation in the arts among people generally. Included also is a belief that an effective regime of arts education is crucial not just for the future of the arts, but for the welfare and enrichment of the children themselves. I have also made clear my view that issues arise regarding the treatment of traditional arts.

122 Mr. Durkan asked the Minister for Arts, Sport and Tourism his plans for the promotion of the arts outside Ireland; and if he will make a statement on the matter. [11301/03]

The Arts Bill currently before the Oireachtas will, when enacted, give me as Minister responsibility for the promotion of the arts both inside and outside the State. I have initiated a review of the arrangements and structures that operate to promote Irish arts abroad, with a view to rationalisation and the achievement of optimal effectiveness. This review will inform my decisions on the arrangement that will apply into the future. At the practical level, arrangements are well advanced for the organisation of a major festival of Irish art and culture in China in October-November 2003 and May-June 2004.
