I assume the question refers to the report on protection against nuclear terrorism, prepared by the Director General of the International Atomic Energy Agency, IAEA, and presented by him to the IAEA's board of governors' meeting on 30 November 2001. It is a restricted document which is not in the public domain but a summary of the document was press released by the IAEA on 30 November 2001.
