Question:

93 Mr. Kehoe asked the Minister for Agriculture and Food when a person (details supplied) in County Wexford will receive payments for special beef premium, suckler cow premium and slaughter premium; and if he will make a statement on the matter. [12435/03]

The person named submitted two applications in respect of a total of eight animals under the 2002 special beef premium scheme on 4 and 27 November, respectively. Advance payments issued in respect of both applications on 20 February 2003 and balancing payments issued on 7 May 2003.

The person named has been paid 80% of the slaughter premium. The balancing payment of slaughter premium will issue shortly in respect of two heifers. National envelope top-up on the two heifers slaughtered will issue in early June.

The person named applied for premium for seven animals under the 2002 suckler cow premium scheme. An 80% advance payment amounting to €1,255.24 issued on 16 October 2002. The 20% balancing payment for €313.81 issued on 7 May 2003.

Question:

94 Mr. Neville asked the Minister for Agriculture and Food the outcome of the review of payment of suckler cow premium to a person (details supplied) in County Limerick. [12436/03]

The person named applied on 29 cows and six heifers under the 2002 suckler cow premium scheme for small scale milk producers on 14 June 2002. He declared that the total number of cows on his holding at the time of application was 34, and that he held a milk quota of 21,997 gallons.

Under paragraph 12 of the terms and conditions of the 2002 suckler cow scheme, the number of notional dairy cows required to produce the milk quota held is that quota divided by 876 gallons. However, the person named purchased additional milk quota under the 2002-03 milk quota restructuring scheme, and his reckonable quota for the 2002-03 milk marketing year was 35,397 gallons, requiring 40.4 notional dairy cows to fill this quota. As the total number of cows in the herd at application was only 34, no payment could be made.

The person named has requested my Department to carry out a review of this decision which is being undertaken at present. The result of this review will be made known to the person named as soon as it is complete.
