Question:

242 Mr. Sargent asked the Minister for the Environment and Local Government his views on the possible eviction of families who have just cause to complain at the low standard of some bed and breakfasts, in view of the high profits earned by landlords, as quoted from a Homeless Agency report. [13119/03]

The procurement and use of bed and breakfast accommodation as emergency accommodation for homeless persons is a matter, in the first instance, for local housing authorities.

The standard of such bed and breakfast accommodation has improved significantly in recent years, with most now operating to a high standard, of involving unrestricted access for residents, 24 hour security and a limit on the number of bed spaces.

In addition, Dublin City Council carries out regular inspections of bed and breakfast accommodation to ensure that standards are being maintained. I understand that, where they are not satisfied with the quality of the accommodation, its use can be discontinued. It is recognised that bed and breakfast accommodation is not suitable as long-term accommodation for homeless people and that its use should be phased out, particularly for families. At my request, Dublin City Council and the Homeless Agency are reviewing the use of this type of accommodation.
